CIP Field Liaison

Under general supervision of the Capital Project Manager, this position oversees and/or coordinates various water treatment, wastewater treatment, reservoir, pumping station, and pipeline distribution system projects.  The individual acts as field liaison for consultants and contractors associated with Capital Improvement Projects (CIP).  This position requires coordination with outside consultants, local, state, and federal regulatory agencies while maintaining professional working relationships.
 
Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Makes daily site visits while observing project status, ensuring all safety requirements are being enforced and erosion control measurements are in place. 
  • Confers with supervisors/managers, consultants, and contractors on field design issues, construction requirements, and contract documents.
  • Monitors and oversees a variety of water and/or wastewater facility construction projects and pipeline installations to ensure compliance with project documents.
  • Reviews and interprets construction plans, specifications, and record drawings.  Includes performing preliminary review of assigned projects to identify potential problems and recommend alternate solutions.
  • Attends preconstruction and in-house design review meetings. 
  • Performs stormwater environmental compliance inspections on water and wastewater facilities. 
  • Maintains daily project documentation through scheduled status reports.  Records and maintains record information on project drawings; assists with change orders; assists consultants with punch lists; assists with review of pay estimate quantities
  • Maintains project document files and assists with data entry, as needed.
  • Attends various meetings with the public, consultants, and regulatory agencies.
  • With technical guidance and assistance, may be responsible for overseeing the installation and testing of mechanical, electrical, instrumentation and control, telemetry, and disinfection systems.
  • Integrates plans, details, and specifications to ensure construction and contract compliance. 
  • Responsible for reporting, assisting with change order process, ensuring proper sediment & erosion control measures are in place, and ensuring that safety measures are in place on all CIPs.
Education and/or Experience: Associate's degree or equivalent from two-year college or technical school; or two years commercial/industrial construction or inspection experience and/or training; or equivalent combination of education and experience.  Must be at least 21 years of age.
Computer Skills: To perform this job successfully, an individual should have knowledge of Microsoft Office software.
 
 
Certificates, Licenses, Registrations: Valid Georgia Driver's License required. Georgia Wastewater Collection System Operator license, Water Distribution System Operator license, and Erosion and Sediment Control Level 1B certification, or ability to obtain all licenses/certifications within eighteen (18) months of hire.
Concrete, Steel, and/or Commercial Building inspector certifications preferred but not required.

While performing the duties of this job, the employee is regularly exposed to moving mechanical parts and outside weather conditions. The employee is frequently exposed to high, precarious places and fumes or airborne particles. The employee is occasionally exposed to wet and/or humid conditions; toxic or caustic chemicals; risk of electrical shock and vibration. The noise level in the work environment is usually loud.
