Civil/Utilities Engineering Technician

The individual in this full-time position is under the direct supervision of the Engineering Supervisor.  The Engineering Technician is required to perform various technical engineering assignments. The individual is responsible for developing a wide variety of computerized maps, developing construction drawings, reviewing engineering drawings for HCWA and developer projects, preparing detailed opinions of probable cost, performing field surveys, and fire flow tests, Work requires sound understanding of engineering principles and design. 
Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Responsible for maintaining and developing system utility maps, utilizing Computer Aided Design & Drafting (CAD) equipment and software to maintain a computerized map of the distribution and collections systems.  Required to perform periodic field surveys utilizing an Electronic Distance Measuring (EDM) device or Global Positioning Satellite (GPS) to verify the location of attributes prior to mapping.
  • Develops water and/or sewerage system construction drawings, including the importing of existing data from maps, road design files, topography, aerial photography, field surveys, etc. to develop base design files.
  • Prepares labor and material opinions of probable cost (OPCs) for engineered projects; provides OPCs for the labor and material required to construct water or sanitary sewerage system projects.
  • Updates and maintains CAD standards, including coordination with the GIS department on applicable drawing levels, line weights, symbols, and formats.
  • Responsible for preparing property easement plats that are required for proposed locations outside of road right-of-ways; research existing property information, perform verification surveys, and write legal descriptions.
  • Performs sanitary sewer basin evaluations, including delineating drainage basins from varying topography maps and contour/elevation information.
  • Evaluates issues regarding the sources of water pressure issues, fire flow concerns, and water quality concerns, including scheduling and participating in field activities to verify, monitor, and resolve distribution system hydraulic and water pressure issues. Often required to perform fire flow testing on fire hydrants, analyze data, adjust pressure regulating valves, and provide necessary information for input into the water distribution model.
  • Responsible for creating reports, charts, and graphs to illustrate distribution and collections system operations for internal and external use.
  • Responsible for acquiring any necessary permits; including, D.O.T., railroad, EPD, and/or U.S. Army Corps of Engineering permits.
Preferred Education and/or Experience: Associate's degree or equivalent from two-year college or technical school; two years related experience and/or training, or equivalent combination of education and experience.
Computer Skills: Knowledge of Microsoft Office is a prerequisite. Computer Aided Design & Drafting (CAD) experience is beneficial but training can be provided. 
 
Certificates, Licenses, Registrations: Valid Georgia Driver's License required.  Level 2 Sediment & Erosion Control Certification, Confined Space and Competent Person Certifications preferred or should be obtained once employed.
