HCWA re-elects officers for 2026

The Henry County Water Authority (HCWA) six-member Board of Directors re-elected its slate of officers to serve in the same capacity for 2026.
Those officers and members serving on the Authority Board this year include:

  • Warren Holder, HCWA Chairman & District 1 Member (appointed by Henry County District 1 Commissioner Johnny Wilson)
  • Myra Lott, HCWA Vice Chair and District 5 Member (appointed by Henry County District 5 Commissioner Kevin J. Lewis)
  • Richard J. Sylvia, Jr., HCWA Secretary/Treasurer and District 2 Member (appointed by Henry County District 2 Commissioner Neat Robinson)
  • Lindsey McGarity, District 3 Member (appointed by Henry County District 3 Commissioner Dee Anglyn, III)
  • John Blount, District 4 Member (appointed by Henry County District 4 Commissioner Michael Price)
  • Fred Mays, At-large Member (appointed by Henry County Commission Chair Carlotta Harrell)
“I’m proud to serve on this board with this fine group of public servants,” noted Warren Holder, upon his re-election as HCWA Chairman. “I’ve served on many boards in the county throughout the years, and this might be the best board I’ve ever seen.”

Warren Holder joined the HCWA Board in January of 2017. He is a Henry County native and lifelong resident of Locust Grove, where he owns and operates Warren Holder Equipment, LLC. Holder’s commitment to public service began in 1971, when he was elected to the Locust Grove City Council at the age of 21. After 18 years as a city councilman, he spent eight years with the Henry County Farm Service Agency, in addition to serving as an elected member of the Henry County Board of Education. Prior to joining the HCWA Board, Holder represented the citizens in District 1 as their Henry County Commissioner, serving on the Board of Commissioners from 1996 to 2012.

Myra Lott, who moved to Henry County with her family 20 years ago, joined the HCWA Board in January of 2023. She is a professional project and people manager, with over 30 years of experience in banking operations and implementations. She works as an implementation professional for Fiserv, a Fortune 500 company with multifaceted reach in the global financial sector. Her public service includes involvement in the Arrowhead Nursing Center, Helping in His Name Food Pantry, as well as active membership in Turning Point Church.

Richard Sylvia, who moved to Henry County in 2000, joined the HCWA Board in the summer of 2024, completing the unexpired term of former Board Member Bruce Holmes. Professionally, Sylvia is a program management consultant for Talent Groups, where he provides strategic consulting services for a healthcare benefits provider company. Sylvia’s dedication to servant leadership includes service as a Member of the Henry County Chamber of Commerce Board, as a Board Member for the Clark Atlanta University School of Public Health, and as an Advisory Board Member for the College of Business at Clayton State University.

Lindsey McGarity joined the HCWA Board in March of 2024, to fill the unexpired term of former Board Member and Chairman Jimmy Carter, following his passing. McGarity, who graduated from Henry County High School and the University of Georgia, is the owner/producer of McGarity Insurance in McDonough. He has more than 45 years of business experience and community involvement, locally.

John Blount is celebrating his first full year of service on the HCWA Board, joining the Authority’s leadership in January of 2025. Following a career in the trucking industry as owner of Blount Trucking Company, he was ordained into the ministry in 2009. As a resident of Stockbridge since 2006, Blount is a former Stockbridge City Council Member, serving multiple terms from 2016 to 2023.

Fred Mays rounds out the HCWA Board as the At-large Member. He has been a Member of the HCWA Board since July of 2021, when the Authority expanded from five members to six. Mays is the Director of Internal Affairs for the Georgia Bureau of Investigation (GBI), where he has worked for 40 years. He began his career in law enforcement with the Henry County Sheriff’s Office, prior to joining the GBI. Mays is a life-long resident of Henry County and graduate of Stockbridge High School, prior to attending Jacksonville State University and West Georgia.

The HCWA Board holds its regular meeting on the second Thursday of each month at 8:30 a.m. in the Jimmy Carter Board Room on the second floor of the Administrative Building at 1695 Highway 20 West in McDonough. The monthly meetings are open to the public.
