Henry County Commission Chair Carlotta Harrell Joins Local Leaders in Addressing SPLOST at Regional Development Conference
HENRY COUNTY, GA — August 20, 2025 — Henry County Commission Chair Carlotta Harrell represented Henry County at the Council for Quality Growth's 5th Annual INTERSECTION Quality Development Conference, where she joined government and business leaders across the metro Atlanta region in a broader discussion on infrastructure and investment.
In a panel discussion moderated by Former Gwinnett County Chair Charlotte Nash, Harrell joined Chairwomen Lisa Cupid and Nicole Love Hendrickson in discussing the importance and impact of the Special Purpose Local Option Sales Tax (SPLOST) and Transportation Special Purpose Local Option Sales Tax (TSPLOST) initiatives across the state.
SPLOST is a critical funding mechanism for county governments in Georgia. TSPLOST is dedicated to building transportation infrastructure and improving road safety for the public.
Harrell shared insights into the county's critical infrastructure projects from road improvements and public safety expansion to parks and recreation enhancements funded by the successful integration of these programs.
"We celebrate these accomplishments made possible by SPLOST and TSPLOST," said Harrell. “We are telling our story in Henry County about the progress we are making. I think going forward, we need to tell the story of what SPLOST is doing for our community.”
Nash asked the panelists how their communities have changed after these programs were implemented.
Harrell noted that the county has seen significant growth in infrastructure and transportation since the implementation of SPLOST and TSPLOST. From new fire stations and recreation centers to groundbreakings on road widening and extension projects, Henry County is using this funding to improve the quality of life for citizens.
“We were able to identify the infrastructure that needs to move forward,” said Harrell. “We let the people know what we will do with their pennies. I believe that being able to do what we said we would do has led to the success of our SPLOST and TSPLOST programs.”
Harrell is looking forward to working alongside Henry County Commissioners to establish great partnerships throughout the metro Atlanta region and beyond to help create more growth opportunities for the county.
The INTERSECTION brought together the public and private sectors for an in-depth discussion of critical issues to the metro Atlanta region. The conference was held at the Sandy Springs Performing Arts Center, also known as Byers Theater and featured more than 500 attendees including partners, elected officials and business leaders. This year’s theme: “Infrastructure and Investment” explored the local, state and national navigation of the challenging landscape of infrastructure investment projects across the region.
